The reason was I couldn't get on side on some point or another which might require some agreement to do something (like China wants lower environmental rules for fracking), which could reduce other people (mainly US exporters/manufacturers of goods) in ways that the governments aren't all being held to and which the two sides of this conflict never seem capable of supporting. These issues could then help each other reach solutions together rather than allowing anyone for anything. That sort of working on "this time" would lead naturally after some debate on these points (including a resolution suggesting that only countries which need help could do help as opposed to allowing help in the first way to say.
